According to the Environmental Protection Agency’s (EPA) summary of the Clean Air Act of 1970, “[It] is the comprehensive federal law that regulates air emissions from stationary and mobile sources. Among other things, this law authorizes the EPA to establish National Ambient Air Quality Standards (NAAQS) to protect public health and public welfare and to regulate emissions of hazardous air pollutants.” Sounds like a plan to me. I mean, who doesn’t want clean air? But, as is widely attributed to St. Bernard of Clairvaux in about 1150, “The road to hell is paved with good intentions.”
